What level of responsibility should children have for science resources?
As much as possible! A key aim of primary science is for children to think and work like scientists, and that is exactly what scientists do, take care of resources and use them appropriately. Teaching and learning in science should be developing personal capabilities ; that includes, being responsible, working independently as well as collaboratively, all of which are important personal skills. The more responsibility children are given, the more independent they will become.
